[governance] banning list members

I think, the decision would have been taken some 4 years ago.
I quite remember Suresh unguarded language some four years ago leading
to a heated debate on "intimation tactics" on this forum.

Sala's is timely and merit support from all members who want convivial
democratic debates not insults against fellow members.
