The   2/22 White House Memo "Increasing Access to the Results of Federally 
Funded Scientific Research"

has copyright  implications for the publication in scholarly journals  of 
articles reporting results of studies that may have been all or partially 
federally funded.   Some professional societies whose journals are 
subscription based or who provide articles for a fee may be  affected.

I am not sure this white house announcement also extends to patents, it
only references paper publications, but ..
