Esteemed Milton,

the whole process surrounding the ITR and its agenda - especially concerns
regarding network management and security - have been used as a framework
that should be in some way captured by Marco Civil. Dubai served (even
more) as a focal point for the organization of telcos as a stakeholder in
the domestic process in Brazil. And as Carlos correctly put it, the
Ministry of Communications has raised its voice in terms of streamlining
the Federal governments' position both internationally and domestically.
