but I can't see any reason not to extend the voting period, if it appears 
that we can get the required numbers by doing so and actively chasing up non 
voters...

Unfortunately, I beleive Ian is correct.
How many members does IGC have?

The only way charter things get the quorum they need is through constant 
reminder for people to vote.
None of us did that.
