It also leads to much duplication of work and a gradual disconnect 
between the different forums

One simple workaround would be to have other list members that are 
bilingual in, say Spanish and English, to assist with a translation 
whenever a Spanish email is sent to the group. This could extend to 
other languages civil society is bilingual with, but only in cases 
where the member is not comfortable expressing themselves in English.

If we go beyond that we would have to invest in the services of a 
simultaneous translation agency of the sort that is available in Geneva 
for UN meetings
