[governance] Part A Re: [] caucus contribution, consultation and MAG meeting

I disagree with all of the changes that Avri is asking for, and at a minimum I would ask that rather than deleting paragraphs from the text, we just note that there is not complete agreement on them.

If this can't be done, then I will sign on to an alternative civil society statement that reinstates those deleted paragraphs as they were, and I will ask who else is willing to do so.
