[governance] caucus contribution, consultation and MAG meeting

Feel free to ignore anything I said based on my being late.
It was only Parminder's note that reminded me I needed to do something.

I am more than able to argue my points as an individual contributor.
Now that I have thought it through, I can write something and submit it before the deadline.
