ICANN has opened a public consultation regarding the topic of "Policy vs Implementation" -

There is a staff briefing document which includes background materials, questions for
discussion, and some possible improvements in making these types of determinations.
Folks interested in Internet Governance might have interest in this consultation, as it
touches on issues such as policy development and ratification, relations with contracted
bodies, and ICANN's organizational structure. Note - the deadline for posting initial
comments in this consultation is 21 Feb 2013.
