The I*'s used those words (the 4 C's) Collaboration, Communication,
Cooperation and Coordination around admin of tech resources during WSIS.
 It didn't seem to catch on as a meme outside of the folk who were actually
doing the 4 C's.

Doesn't mean we can't try again.
