.AX (Ă…land) was delegated some time back.

As for the others, the entities responsible for those territories haven't requested the delegations (to my knowledge).

I think the argument is along the lines that only the official assigned codes are assured to be free of complications and that the exceptionally reserved codes may not be delegatable, thereby creating odd exceptions.

I agree (I think). In my experience the intersection of politics and anything having to do with technical matters is never simple...
