you are right, perhaps I should have said "heavily inoculated against" ;-)

that may be.  My understanding has been that the BoD ratifies global
numbering policies to ensure that the ASO follows their PDP, much like
the BoD of an RIR ratifies a new policy as a way to ensure the RIR PDP
was followed.  I suspect our understandings aren't mutually exclusive.


NB: I've no direct experience in all 5 of the RIRs, but this is what I
have experienced as a policy co-author and WG Co-Chair (not at the
same time however ;-)
