[governance] WGEC - Questionnaire

Given the current "tense" state of the IGC, I do not think that in three
weeks, after several "dead and wounded" are left in the field, we can
arrive at a relevant consensus for such an extensive and complex
questionnaire.
I agree with Norbert and McT.
