[governance] Aug 15 deadline to check IGF schedule

Everyone who has a formal role (panelist, moderator, etc.) in more than
one workshop should probably check the preliminary schedule on the IGF
website to make sure you're not expected to be in two different places
at the same time.

A deadline of Aug 15 has been posted on the IGF website for comments
about such scheduling conflicts.
