[governance] UPDATE: Africa IGF 2013 : Dates and venue

[Kivuva]

The African IGF is ON in Nairobi as planned unless the Kenyan
government writes explicitly to United Nations Economic Commission for
Africa (UNECA) stating otherwise.

All indications are that the Kenyan government is 100% committed to
move the IG agenda forward.
