[governance] Evaluating the IGC [Survey 1 of 2012]

@Fahd, we had multiple choice last year but the feedback was that people
felt confined. So I decided to leave it open and not restrictive. Feel free
to give either short answers or otherwise. It's your perspective that we
are after.
