[governance] Visa letters for Baku are being sent. I have received one

Hello Baudouin,
I hope you are well. I think you should be patient and you should receive
your letter soon. The letters are being prepared, signed and scanned
individually and I am guessing it could take some time though you should be
able to receive your letter real soon. I received mine after about a week
of receiving an email informing me that my request had been accepted for
processing.
