Hi David,

Although the cable has landed, it has not been activated yet and traffic is not 
flowing.  This is expected before the end of December, but could be delayed yet 
again.  I would expect next year you will see a change.  Also the regulatory and 
legal situation is not yet resolved.  I am working on a World Bank Project there 
so know very much the timeline and what is holding things back. The delays in 
the activation of the ACE Cable has led to delays in resolving the legal and 
regulatory situation and this in turn has led to a delay in the new markets for 
ICT. Once the cable is activated and the regulatory and legal situation is more 
established, which should happen within the year, you should see a growth in 
this market and it would be possible to establish and maintain an IXP and have 
other carriers peer with it.
