In addition to the countries Dawit lists, does anyone know when an IXP 
will be set up Sierra Leone? The undersea cable came aground a year ago, 
but people are still waiting for connections from that to ISPs in Sierra 
Leone, despite the government having received two loans totalling $46 
million.
