[governance] IGF Community Site updated for Baku

Again, the greatest congratulations - and thanks - to Jeremy.  The IGF  
Community Site represents, in simple words, an extraordinary amount of  
work.  And, especially, it took really serious talent, to create.

Thanks, Jeremy.  A major contribution to the community.
