[governance] CS Speakers for Baku

Good evening:

May I say that I do not care who shall speak for IGC in Baku. The  
important thing is what she and/or he shall say.

Rather than worrying about 'nominations', since that is already pre- 
selected by those who can afford time and money to travel (and get  
their visas etc.),
I would rather see this list discussing a concrete speaking brief for  
the IGC statements at the IGF.
