[governance] CS Speakers for Baku

Reviewing the suggestions up to now it seems important that we should
observe the two Gs - Gender and Geography. Robert suggests someone who is
an expert ON Azerbaijan, but considering the precedent set last year in
Nairobi would it be possible to choose someone FROM Azerbaijan, or at least
from that part of the world?
