I would say the opposite. Workshops
are a sideshow, main sessions are the main event (or should be). But I
do agree that the schedule should be arranged so that workshops and main
sessions don't overlap (I've said this before). Take a leaf out of the
book of other Internet governance events such as APRICOT, which are
scheduled in this way.
