I suspect many delegations have more than one government representative
on them. It's one vote per member (ie per country) deciding what that
will be is the job of the Head of Delegation (who for governments is
going to be the most senior government representative on site).
I was Head of Delegation for RIPE NCC (a Sector Member) at one ITU
conference a couple of years ago. That didn't come with a vote, but did
attract an awful lot of party invitations!
