Regarding evaluation, IETF itself wrote a document about "What Makes
For a Successful Protocol?"
<http://www.rfc-editor.org/rfc/rfc5218.txt>. It addresses all these
questions and much more. Its main conclusion is that the technical
quality of the protocol is one of the less important factors.
