The IGC should certainly define its position of the issue.

Including whether or not its prime objective is improving Internet 
Governance or the Governance of a particular host country.

If the IGC has ambitions that more countries in the world should emulate 
the freedoms of the Internet, perhaps concentrating on freeing the 
Internet (so that it can be that example to others) should be the main 
priority.
