[governance] Concerns about hidden cameras in Azerbaijan hotel rooms

This report seems to imply that the hotels, probably for liability reasons,
say that they think that they're doing their best.

But in reality, if the security or maintainence people can be bribed (and
certainly they can), there is nothing any organization can do to stop it.
