Indeed. It is clear that law enforcement needs some basic mechanisms
in order to do its job (e.g. ability to associate a real-world entity
with an IP address or domain name), but the societal tradeoffs of user
activity record are nowhere near as clear. Determining acceptable
(and unacceptable) conventions for this type of data collection is a
typical challenging Internet Governance discussion and highlights why
an open, inclusive, and multi-stakeholder forum is definitely necessary.
