The story, while quite sensationalist in its headline, does seem to provoke
some interest and indicates that Belarus is attempting to encourage the
local Web hosting and Domain Name services industry by essentially
negatively reinforcing the use of overseas hosting and Domain Name services.

Perhaps they may be going about this "local content" thrust slightly
overzealously?
