[governance] UN Human Rights Council [Possible Statement from IGC???]

I would be willing to work on a draft.  I see we would like to send a
statement by 29 February, but the excerpted email below it suggests
statements are due by the 13th of February.  Will a statement from IGC be
timely and accepted?
