[governance] UN Human Rights Council Panel on FX and the Internet

Thanks Robert for the update.

The closing date for submissions to the HRC took place a week or so before
the MAG consultation, but I still think we hold the position it should be
the IGF's central theme. However, if there is consensus around it being one
of the cross cutting themes, I'd say that we would support that too.
