Me, I would argue that there isn't any single entity called civil society. Or government. Or industry. At least not the sort of entity that can ever be counted to have broad consensus on anything in particular,
Groupings of countries like the G8, industry chambers of commerce, coalitions of a set of cs groups.. fine. That's different. Certainly you can assert membership in such groups and assert shared policy goals for them.
