[governance] ITU being forced to use Social Media/e-Diplomacy in damage control attempt

As far as I can see there is no ‘Sounding out the room’ mentioned in
the Rules of Procedure of Conferences, Assemblies and Meetings
mentioned in the ITU Basic Texts.
