It of course depends on the country involved. Relatively smaller and poorer countries that engage non state actors for aggressive behaviour, online or in the physical world, can be punished.
If the country is one of at least two or three nuclear armed superpowers, and further, loudly denies any sort of state involvement multiple times .. this becomes a lot tougher, and practically certain to lead to a world war.
