This comment reminds me of the resolution against software patents of
the German Bundestag of a few years back.

That was also unanimous (at the time I personally checked the protocol
of the session to make sure that that had been reported correctly),
which was doubly remarkable because that resolution went against the
position that was maintained by the German government at the time at
the EU level.

It was a non-binding resolution and the German government continued its 
position that was the exact opposite of what the resolution asked for.

Sometimes one wonders about the best way to inject some
additional integrity into the whole governance circus.
