Or maybe, other policies will/can be developed though the multistakeholder model.
The NTIA statement is a conditional statement. (If X then Y). And if that model based on routing requirements is not longer the only valid model, which I beleive is the case, then perhaps the requirements can be changed by a multistakeholder process.
I think it is good that NTIA supports the models that have been determined by a multitstakeholder process.
And I would think it good it this particular model was reviewed for something more fitting to the current realties and needs. This is no longer 1993 or the age of RFC 1518.
