Penalties are very different in the two cases. But the piracy laws nor the blasphemy law are being used in such cases primarily to threaten groups yo whom those arrested belong. The UK press, at least, has expressed outrage at overweening prosecution of downloaders, as they have at US demands for extradition of the hacker Gary McKinnon. J.
