While this is probably the case for that historical event, the concerns 
today are that common global Internet infrastructure can be used as 
cyber warfare.

As with any other 'war' situation, one needs to be prepared in order to 
survive. Those countries, that do care, are likely to have emergency 
tools in case anyone misbehaves. Those countries that either do not 
care, or have no resources to be prepared, should be more concerned - 
because they are unlikely to be prepared for tanks coming or any bombing 
as well....

Having said that, those countries concerned should be prepared even for 
non-malicious failures. Imagine some huge natural disaster hits North 
America and wipes out the USA from the face of Earth. Yet, say, China 
remains ok. Whose failure would be if the Chinese Internet suddenly 
stops functioning?

In the case of .IQ, at the time they mostly did not care.
