Good point.

The propaganga goals of governments engaging in political Internet
censorship are already served to a significant extent by them being
able (with some credibility) to point fingers at "the U.S. control over
the world's Internet".

These propaganda objectives will of course be served even more
effectively if they succeed in gaining a significant amount of traction
at ITU for their demands.

I would suggest that conversely, from the perspective of promoting human
hights of communication, the public interest would be best served by a
refort of the institutional arrangements of Internet governance which
removes all credibility in assertions of "the U.S. control over
the world's Internet", while the reformed institutional arrangements
must be designed with the objective of promoting human rights.
