   I am not certain that I understand your point; in particular, I believe we 
   are agreed that many organizations and governments are making use of 
   the term "Telecommunications" today with greater scope than it was used 
   in the ITR's, but is it your assertion that the present ambiguity that results 
   should not be corrected?
