Yes, DESA wote the reports (having also collected the material) on 
behalf of the Secretary General, but they were first presented to CSTD 
for study and referral upwards to ECOSOC in the latter's role as 
ECOSOC's IG expert committee. Sorry if my shorthand was confusing.
