[governance] List for visa assistance submitted

I agree. Issues are:

   1. Privacy;
   2. Identity theft possibilities - you never know....
   3. It is administrative/logistics and can be done off list

I am also grateful that the offer to help is on the table, I suppose it has
expired now?
