[governance] opening session civil society speaker

I think we should propose a speaker from Kenyan civil society.

I would like to nominate Grace Githaiga, a human rights advocate,
researcher, and member of KictaNet (Kenyan ICT Africa Network) who is an
APC member in Kenya.

Grace is on this list.
