Perhaps it is, but much of what they want to do involves "managing" 
individual users. And sometimes, they try to gain the co-operation of 
those who are managing the Internet, to assist in managing those users.

There has always been a concept of acceptable use, even on completely 
independent networks. The current difficulty seems to be forming a 
definition of acceptable use which includes sufficient recognition of 
the commercial and legal landscape in the offline world.
