Ability to reach many countries is certainly important, but isn't sufficient on its own 
(if it were, one might just as easily choose the International Olympic Committee...)

Presumably, there are criteria related to being able to nurture multi-stakeholder
open and transparent policy coordination which play some factor in this as well.
I am not in position to assess where the UN is with respect to these issues, but
believe it would be important to understand such as part of considering sensible 
next steps.
