[governance] Background docs for CSTD WG upcoming meeting

Dear all,

Peter Major, the new chair of the CSTD WG on IGF improvements, has provided
a good set of documents to facilitate the the work and discussions of
meeting participants.
It would be great if more people could take a look and give their inputs
about the dynamics he proposed and about the substantive aspects of the
discussion.
