[governance] Formal IGC response to IBSA proposal ahead of 18-19 Summit?

Hi Jeremy,

Is there any document that details the IBSA Internet Governance
Proposal? So far I have read two documents, one from last year and a
summary from this year but it seems that I am unable to find a
detailed document/transcript/record of the discussion and proposal. It
would be wise to first read through the whole document before we
attempt to create a statement?
