Good morning:

  Although the broad outline of this issue is by now fairly clear,  
before writing a IGC letter, someone would have to do some fairly  
thorough research to ascertain the actual scope of the problem,  
particularly among the ccTLD "Fast Track" IDN domains. Also, since the  
principals are governments, some may welcome such support; others may  
feel that they can look after themselves ...
