[governance] Help from MAG colleagues

Avri's description is exactly as I understand the arrangement.

I think a point to emphasize in the WG is that 
governments are the dominant stakeholder in the 
MAG and that this is designed in (it's described 
in report of the MAG meeting of a few years ago 
where rotation etc was first discussed.)  Plus 
that civil society, however people are counted, 
are in a minority.
