[governance] Draft submission to the CSTD Working Group on Improvements to the IGF

I have to admit the I myself could not respond to the draft/call
by Jeremy.
But we need to finalize this and submit on Monday.
So, please take a look and make sure if you have additional
comments or suggestions before coordinators make it final.
