[governance] gac & new gTLDs today

Dear All,

I must say that the atmosphere was electric as the Board gave their views of
abstention and non-votes as well as those that supported the Resolution.
Whilst, there were some mixed feelings and reactions, the general conclusion
seems to be that it was inevitable. In a few minutes, we are about to have a
session on the New gTLD programme and of course the transcripts are in real
time and so are the remote sessions.
